Article 1
Scope of the Library Rules and Regulations of Matej Bel University

The Library Rules and Regulations of the University Library of Matej Bel University in Banská Bystrica regulate mutual relations between Matej Bel University in Banská Bystrica and its users (hereinafter “Library Rules and Regulations of MBU”).

Article 2
Mission of the University Library of Matej Bel University

  1. The University Library of Matej Bel University in Banská Bystrica (hereinafter “UL MBU” or “Library”) is the central library and information centre of Matej Bel University in Banská Bystrica (hereinafter “MBU” or “University”).
  2. The mission of the UL MBU is to provide users with free access to information available on all types of media by means of library and information services, meet cultural, information, research and educational needs of the library users, and to support the lifelong learning and intellectual development.
  3. The UL MBU provides library and information services to pedagogical, scientific and professional staff of MBU, to students of all forms of study, and to the professional public as specified within these Library Rules and Regulations of MBU.

Article 3
Library Collections

  1. The UL MBU builds a universal collection of documents both in printed and electronic form which is professionally processed, preserved and made accessible.
  2. The equipment and library collections of the UL MBU are the property of MBU in Banská Bystrica. Each user is obliged to protect them and prevent from damaging.

Article 4
Library and Information Services

The UL MBU provides its users with following types of services:

a) Lending services

  • Off-site loans – outside the premises of the UL MBU;
  • On-site loans – within the premises of the UL MBU reading rooms (more details in Article 11, par. 3);
  • Interlibrary Loan Services (hereinafter ILL) and International Interlibrary Loan Services (hereinafter IILL) (Annex No. 4).

b) Bibliographic and Information Services

  • Bibliographic and factual information;
  • Literature searches from library’s own information resources and from Slovak and foreign electronic databases;
  • Outputs from the database of publication activities and citations of the MBU staff and doctoral students, as well as of external applicants for habilitation and inauguration procedure at MBU.

c) Internet Access and Wi-fi

  • is provided in accordance with the MBU Directive No. 1/2018 Service Regulations of the Metropolitan Network of Matej Bel University in Banská Bystrica.

d) Electronic Services

  • Online registration;
  • Access to User Account;
  • Orders of Library and information services;
  • Access to licensed electronic information resources;
  • Delivery of copies from the Library Collections.

e) Reprographic Services

  • are provided in accordance with the Copyright Act No. 185/2018 coll. as amended, solely for scientific, educational and cultural needs of the users, from the documents filed within the library and information collections of the UL MBU.

f) Consultation and Reference Services

  • Information on catalogs, databases and services of the UL MBU and on how to use them;
  • Expert consultations on literature searches for theses, qualification, seminar and other professional works;
  • Expert consultations on registration of publication and artistic activities and creation of  outputs from the database of publication activities;
  • Expert consultations on registration of citations regarding publication and artistic activities;
  • Expert consultations on research publishing, research communication and publishing activities;
  • Information literacy education of users, focused on searching and processing information from information resources;
  • Reference services Ask the Library and Contact Us.

g)  Services for Users with Special Needs

In the reading rooms of the UL MBU there are situated independent workplaces – centres for students with special needs – equipped with computers with internet connection. The computer involves speakers, headphones, a web camera and multifunctional device for printing and scanning.

The access to information for visually impaired and blind users is provided by a special computer program enabling the voice output JAWS. In the Universal Reading Room and European Documentation Centre there are also available an electronic reading magnifier and Braille display.

h) Educational and Professional Events

  • Lectures and guided tours for students and MBU staff concerning library collections and services of the UL MBU;
  • Organizing events (exhibitions, talks, lectures, trainings, seminars, etc.).

g) Other Services

  • Printing from PC;
  • Scanning;
  • Binding seminar papers;
  • Publishing  of the journal Bibliotheca Universitatis.

Article 5
Terms of Services

  1. The UL MBU provides elementary lending services to registered users free of charge. Particular categories of users are charged a fee for registration, its prolongation and some services in accordance with the Price List of Fees and Services of the UL MBU (Annex No. 2).
  2. On-site services of the reading rooms can also be used by interested unregistered visitors as soon as they have paid a single fee in accordance with Annex No. 2. The fee is valid for one day in all reading rooms.
  3. The access to electronic information resources is provided only to registered users. Internet serves mainly for study, educational and research purposes. It is forbidden to view pages promoting violence, racial intolerance, fascism and pornography.

Article 6
Registration of a User

  1. A user is a natural person. 
  2. A natural person becomes a user of the UL MBU by registration. The user agrees to observe the provisions of the Library Rules and Regulations of the University Library of MBU and their annexes.
  3. The UL MBU protects personal data of users and the library staff have the confidentiality obligation to these information under Section 79 of Act No. 18/2018 coll. on Personal Data Protection and on amendments and supplements to certain acts
  4. Registration is valid for a period of one calendar year, i. e. 365 days on from the date of registration or prolongation. Users of categories AB, B, C, and V shall renew the registration every year.
  5. Registration of users of A and D categories is valid throughout the duration of their employment at MBU.
  6. The UL MBU grants users with special needs registration and prolongation of registration free of charge after they submit a card of a person with severe disabilities, or a decision on classification as a student with special needs.
  7. Registration places of the UL MBU:
    • Lending Department of the UL MBU, Tajovského 40, 974 01 Banská Bystrica;
    • Reading Room of Economics of the UL MBU, Tajovského 10, 974 01 Banská Bystrica;
    • Reading Room of Education of the UL MBU, Ružová 15, 974 01 Banská Bystrica;
    • Reading Room of Political Sciences of the UL MBU, Kuzmányho 1, 974 01 Banská Bystrica;
    • Reading Room of Law of the UL MBU, Komenského 20, 974 01 Banská Bystrica;
    • Universal Reading Room and European Documentation Centre of the UL MBU, Tajovského 51, 974 01 Banská Bystrica.

Article 7
Online Registration
 

  1. A natural person can also apply for registration online at ases.umb.sk by filling in the application.
  2. After being acquainted with the MBU Library Rules and Regulations and expressing consent to the processing of personal data and setting up a user account, s/he will forward the application and will subsequently get a confirmation e-mail.
  3. The user will be informed about the completion of the registration by e-mail after payment of the registration fee. S/he can make the payment in cash or by bank transfer. 

Article 8
Categories of Users

The UL MBU provides library and information services to users according to the categories as follows:

Category A    –  teachers and researchers of MBU 
Category AB  –  internal doctoral students of MBU
Category B    –  full-time students of MBU and foreign students
Category C    –  external students of MBU and students of other forms of study
Category D    –  non-teaching staff of MBU
Category V    –  students of other universities and professional public

Article 9
Library Card

  1. The library card is an evidence card which entitles a user to use library collections and services of the UL MBU in all its premises. It is issued after the user’s registration and payment of the registration fee personally at registration places of the UL MBU or by bank transfer.
  2. Full-time and external students and MBU staff shall submit at personal registration their student or employee ID card, which will serve as a library card. MBU students can register themselves at the UL MBU only after having been registered at their respective faculty and after receiving the card at the MBU Identification Card Office.
  3. The UL MBU issues library cards to:
    • citizens of the Slovak Republic after submitting their valid ID Card;
    • citizens of foreign countries after submitting their valid passport.
  4. The library card is non-transferable. In order to verify the user’s identity, the UL MBU staff are entitled to ask for another document with a photo, proving their identity. In case of unauthorized use of the library card by another user, the card holder will be liable.
  5. The user shall report impairment, loss or theft of the card immediately to the library staff in charge.
  6. The user is obliged to report to the library any change in personal data required for registration as soon as possible. Students and MBU staff are obliged to report the change in personal data at the Student Affairs Department or Personnel Department of respective faculty or workplace.

Article 10
Rights and Obligations of Users

  1. Users of the UL MBU are granted free access to user area of the UL MBU (lending rooms, reading rooms). Access to other premises is only granted with a consent and accompaniment of a responsible UL MBU staff member.
  2. Users shall respect the Library Rules and Regulations of MBU, instructions of the UL MBU staff, and comply with the measures which must be taken to keep order and protect the property of the UL MBU. The users shall keep silence and order in all premises of the UL MBU.
  3. If users fail to comply with the provisions of Library Rules and Regulations of MBU, or if they commit an infraction listed in MBU Disciplinary Code for students, or any other infraction of internal regulations of MBU or legal regulations in force, they can be temporarily or permanently derived of the user’s rights to use the UL MBU and they may face consequences as stated above. However, they are not relieved from the obligation of compensation for the damage done and bear responsibility therefor in accordance with the regulations in force.
  4. Users may be banned from using the services of the UL MBU, or be restricted from visiting reading rooms, also for the reasons related to hygiene or health.
  5. Users may make comments, proposals or submit suggestions about the operation of the UL MBU to the head of a respective department of the UL MBU and to the library staff personally or by e-mail.
  6.  In accordance with Article 12 of MBU Directive No. 1/2018 Operation Rules and Regulations of the Metropolitan Network at Matej Bel University in Banská Bystrica, the students and staff of MBU are obliged to use their e-mail address assigned by the University for communication with the UL MBU.

Lending Rules

Article 11
Lending Documents

  1. The UL MBU lends documents and other sources of information, differentiated by categories of users. Lending services are preferentially provided to the staff and students of MBU. Other individuals are only provided with the services of the UL MBU when it is not at expense of educational activities and research work of MBU.
  2. The user borrows the documents in person, UL MBU does not send them by post. If, in justified cases, the user does not have an opportunity to borrow the document in person, s/he may entrust a close person. The power of attorney must be signed by both the proxy and the plenipotentiary.
  3. Lending of documents is provided in accordance with the mission and character of the UL MBU, as well as requirements for protection of library collections. Lending of some documents is limited only to on-site loans, i.e. in reading rooms. These include:
    1. Theses and dissertations;
    2. Periodicals;
    3. Documents of special value (especially if the UL MBU owns only one copy);
    4. Rare historical documents (Annex No. 5);
    5. Teaching aids (Annex No. 6).
  4. Users are obliged to:
    • Protect borrowed documents from damage, loss and destruction;
    • Return documents before the end of the loan period (including documents borrowed by means of ILL and IILL);
    • Report damage of the document or its loss and compensate the incurred damage.
  5. The loan period of documents for particular user categories as well as the maximum number of loans are listed in Annex No. 1.
  6. If the expiration date of the user’s registration falls before the end of loan period, the loan or its prolongation will be extended only to the expiration date of the registration .
  7. A user may borrow only one copy of each title.
  8. Users can also request a loan of a document by means of an electronic order form. Maximum of 5 documents may be borrowed at one time. Library staff is obliged to prepare the document within 2 hours from receiving the electronic order form. The user is obliged to pick up the requested document at the UL MBU no later than the date appointed by the information system of the library. After this date the order form is cancelled.
  9. If the user applies for a document which is in the deposit of the UL MBU, the document will be prepared after 2 working days. If the requested document is not picked up, the user will be charged by the UL MBU a fine listed in the UL MBU Price List of Fees and Services (Annex No. 2).
  10.  The Centre for Teaching Practice and Teaching Aids AMOS at the Reading Room of Education serves the needs of students’ teaching practice. Lending of teaching aids is regulated by the Rules for Loans and Use of Teaching Aids of the Centre for Teaching Practice and Teaching Aids AMOS (Annex No. 6).

Article 12
Prolongation and Reservation of Documents

  1. Users can prolong the loan period by themselves using their account in the online catalog of the UL MBU not earlier than 7 days before the expiration date. The loan period can be prolonged no more than twice and only on condition that the document has not been requested by another user. In reasonable cases a new loan of the same document can be enabled, however, only after it has been presented at the library.
  2. Students and MBU staff use the same login data to log into user accounts as to the University e-mail account. Other users log into their accounts with the password entered at their registration.
  3. Users may also make reservation of documents presently loaned via the account in the online catalog of the UL MBU. They can also ask the UL MBU staff for reservation of the document by phone or e-mail. The user must pick up previously reserved documents (by phone or by e-mail) no later than 7 working days from the delivery of the announcement on reservation, or from the date established by the library and information system.
  4. Users are charged a fee listed in the Price List of Fees and Services of the UL MBU (Annex No. 2) for prolongation of loan period, loan requests and reservations of documents by phone or by e-mail.

Article 13
Loan Period and Return of Documents

  1. Loans of documents are regulated by provisions of Sections 659-662 of the Act No. 40/1964 coll. Civil Code (hereinafter “Civil Code”) on loans. The user is obliged to return the document by the specified loan period (Annex No. 1) If a user fails to return the borrowed document, or fails to prolong the loan period, he shall pay the overdue fine for each document and each day of delay. The term for payment of the overdue fine starts on the date that follows 3 working days after the end of the loan period of the document. This term does not include the days when the UL MBU was closed due to operational reasons.
  2. The user can also return the document by post to the following address: Univerzitná knižnica UMB (UL MBU), Tajovského 40, P.O.BOX 285, 974 01 Banská Bystrica. S/he is obliged to pack and insure the shipment properly. The sender is responsible for the shipment until it is delivered to the UL MBU. 
  3. The UL MBU has no obligation to remind users. Reminding users about the end of the loan period by e-mail and text message is part of additional services. Failure of delivery of such a reminder is not a reason for failing to return the document in the specified loan period, neither a reason to pardon the penalty fees.
  4. If a user fails to return the loaned document within 90 days after the expiration of the loan period, a Director’s Reminder will be delivered.
  5. Provided the user fails to return the loaned document after receiving the Director’s Reminder, legal action will be initiated by the Department of Legal Services and Internal Control of MBU for the return of the document. In such case the UL MBU is obliged to comply with REGULATION (EU) 2016/679 OF THE EUROPEAN PARLIAMENT and of The COUNCIL dated 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement of such data, repealing Directive 95/46 / EC (General Regulation on Data Protection) (hereinafter referred to as “Regulation (EU) 2016/679 - GDPR”) Regulation (EU) 2016/679 - GDPR and Act no. 18/2018 Coll. on the Personal Data Protection and on the amendment of certain laws
  6. The user is obliged to compensate the UL MBU any expenses that occurred in connection with recovery of the overdue documents and fees for failing to return them or delayed return.
  7. Amounts of fees for overdue return and for reminding users are listed in the Price List of Fees and Services of the UL MBU (Annex No. 2).
  8. If a user has a debt to the UL MBU, any operations connected with the loan or prolongation will be temporarily blocked. The user shall also be banned from access to on-site services at reading rooms, including literature search services, ILL and IILL.
  9. In reasonable cases the UL MBU may set even shorter loan period than stated in MBU Library Rules and Regulations, or eventually ask for immediate return of the loaned document before expiration of the loan period (due to ILL or IILL, etc.).
  10. At the time of lending a document, the user is obliged to legibly sign a loan record, which is preserved by the UL MBU during the loan period.
  11. The user is responsible for the document throughout the loan period.
  12. While returning the document, the user may ask for a confirmation of its return.
  13. MBU students who complete or temporarily abandon their studies are obliged to report this fact to the UL MBU, return all borrowed documents and submit a confirmation form of the UL MBU to the Student Affairs Department of the faculty that any obligations towards the UL MBU have been settled.
  14. In the case of terminating an employment, MBU employee is obliged to submit a confirmed clearance card of an employee on the settlement of liabilities at UL MBU to MBU’s Personnel Department at the Rectorate or to HR Department at the relevant Faculty.
  15. After the confirmation on returning all documents has been issued, the UL MBU shall delete the record of the user from the database and discard all his personal data. The UL MBU processes and keeps personal data in accordance with the Regulation (EU) 2016/679 - GDPR and Section 78 of Act No. 18/2018 coll. on Personal Data Protection and amending certain laws.
  16. Any handling of borrowed documents in such a way as to incur additional costs for UL MBU in the form of customs debt, fees related to the storage or archiving of borrowed documents with a third party or other fees or liabilities which arise for UL MBU in connection with unwanted user loading with borrowed documents (hereinafter referred to as "additional costs for UL MBU") is prohibited. In particular, users are prohibited from returning borrowed documents from the countries outside the European Union.
  17. In the event of additional costs for UL MBU pursuant to the previous section of this Article, the user is obliged to pay or refund these costs in full to UL MBU. Otherwise, UL MBU shall act in accordance with applicable legislation and shall reclaim the costs from the user.

 Article 14
Rules for Return of Books Using Bibliobox

  1. Bibliobox enables users to return books apart from opening hours of the UL MBU, in time of public holidays and days off, and in case of exceptional interruption of operation at the library. Returning books to bibliobox is possible during opening hours of the buildings at Tajovského 10 and Tajovského 40.
  2. Books borrowed from the Reading Room of Economics can be returned to the bibliobox at Tajovského 10, and the books borrowed from the Lending Department of the UL MBU can be returned to the bibliobox at Tajovského 40.
  3. Return of books using the bibliobox is based on trust between the UL MBU and the user. The user will not receive a confirmation on return of the book. Books will be signed out of user account generally the following working day. The user is obliged to verify if the books were signed out of his account and report possible discrepancies within 48 hours by e-mail, on the phone or personally at the library. The UL MBU bears no responsibility for discrepancies with books and other documents returned via bibliobox caused by the user.
  4. The user is obliged to cover any overdue fees or other eventual penalty fees at the time of his next personal visit at the UL MBU.
  5. Bibliobox cannot be used for returning books and other documents claimed by the Director’s Reminder, oversized books, books loaned from other libraries and books loaned by means of ILL and IILL.
  6. Books must be inserted into the bibliobox so that they are not damaged. Books with damaged binding must be returned at the lending desk.

Article 15
User’s Responsibility for Loaned Documents

  1. At the moment of borrowing a document, the user commits by his signature on a loan record to compensate any harm in case of damage or loss of the document.
  2. The user must not lend the borrowed document to third persons and bears responsibility while it is loaned. Should this ban be broken, the user shall bear a full-scale responsibility for damage caused therewith.
  3. It is forbidden to make any notes and underline text in documents borrowed from the library. The user is obliged to return the document in the same condition as it was when borrowed. Users should control documents at the moment of lending and report any damages. Should they not do so, they are responsible for all defections or damages found later and are obliged to pay expenses for the repair of the document.
  4. The user is obliged to cover any damages on or loss of the document to the UL MBU without delay, and within the specified term compensate for the damage, within the meaning of respective provisions of the Civil Code. The UL MBU requires compensation for the lost and damaged documents (Annex No. 3). At the same time as compensation for the damage, the user shall pay respective fees in accordance with the Price List of Fees and Services of the UL MBU (Annex No. 2). In case the user does not compensate for such damage in full, the UL MBU will claim the compensation by legal action.
  5. The user will pay the penalty fee even in case of loss or damage of the cover of the borrowed document and damage of the bar code, call number or protection label which the document was equipped with.
  6. Serious damage of documents is also reviewed in accordance with the Disciplinary Code of MBU for students or other internal regulations of MBU in force.

Article 16
Reading Rooms Regulations

  1. The premises of reading rooms are designed for on-site study (i.e. for studying in reading rooms). Due to dislocation of library collections of the UL MBU, some reading rooms of the UL MBU also provide off-site loans (i.e. lending documents outside reading rooms). These include:
    • Reading Room of Economics of the UL MBU, Tajovského 10, 974 01 Banská Bystrica,
    • Reading Room of Political Sciences of the UL MBU, Kuzmányho 1, 974 01 Banská Bystrica.
  2. Off-site loans of documents in these reading rooms are regulated by provisions cited in Article 10 hereof.
  3. Access to a reading room is conditioned by a valid registration in the UL MBU.
  4. On-site services of reading rooms can also be used by unregistered applicants upon a single fee payment, which will entitle them to use these services in one single day in all reading rooms of the UL MBU (more details in Article 5, par. 2). This, however, does not apply to the use of ILL/IILL.
  5. Services of centres for users with special needs and use of their equipment are available for registered users with special needs free of charge.
  6. When entering and leaving a reading room, users shall present to the library staff any documents of their own, brought with them, and report their own technical devices (laptops, etc.)
  7. In a reading room, users are entitled to take advantage of the following:
    • Open access reference collection;
    • Newspapers and journals;
    • Documents from closed stocks of reading rooms;
    • Technical Equipment according to instructions of reading room staff (in accordance with the MBU Directive No. 1/2018 Service Regulations of the Metropolitan Network of Matej Bel University in Banská Bystrica).
  8. Users are obliged to keep silence and avoid disturbing other users by speaking loudly or making phone calls and follow instructions of the library staff. Users shall put away their coats, umbrellas, bags, etc. in the cloakroom or any other specified place.
  9. Information retrieved in a reading room can be saved on a USB flash disk, printed or sent by e-mail, in accordance with the Copyright Act No. 185/2018 coll. as amended. The fees for a printed output are listed in the Price List of Fees and Services of the UL MBU (Annex No. 2).
  10. When leaving a reading room, the user is obliged to return all borrowed documents to the appointed place or to the library staff and provide information on the number and type of studied documents for statistic purpose.

Article 17
Bibliographic and Information Services

  1. Bibliographic and information services comprise processing of bibliographies, literature searches, creation of outputs from the database of publication activities and citations and reference services. Within the above mentioned, users are provided with information on terms of registration and use of the UL MBU services, its collections, online catalog, internal and external databases, operation of the UL MBU, etc.
  2. Use of bibliographic and information services is conditioned by valid registration in the UL MBU. Search services can be required also by an unregistered user.
  3. Search services, with the exception of express preparation, are provided free of charge to teachers, researchers and internal doctoral students of MBU (category A, AB). Other users are provided with search services for a fee, according to the valid Price List of Fees and Services of the UL MBU (Annex No. 2).
  4. The UL MBU provides search services from its own information resources and from Slovak and foreign electronic databases.
  5. Users submit requests for search services by filling an online form on the website of the UL MBU, or submit them in printed form directly to responsible staff member.
  6. Search results are provided in printed or electronic form. Users shall agree on the date and way of delivery with the library staff. The user shall pick up the literature search within 10 days on from announcement on completion.
  7. Fees for search services can be paid in any of the UL MBU reading rooms, by postal money order to the Library address or by bank transfer. Registered users pay the search fee after it has been completed and the amount of fee has been determined by library staff.
  8. Unregistered users pay a fee for a literature search in advance. The fee can be paid in any reading room of the UL MBU or by postal money order to the Library address or by bank transfer. The search is processed after the fee has been paid.
  9. If users fail to pay a fee for a literature search, they are subject to a penalty fee according to the Price List of Fees and Services of the UL MBU (Annex No. 2).
  10. The UL MBU process publication activities and citations of teachers, researchers and doctoral students of MBU, and provide outputs from the database of publication activities and citations.Outputs can have the form of personal bibliography, bibliography of the workplace (departments, faculties, etc.). Outputs provided in electronic form are free of charge. In printed form, only the original output is provided free of charge, each additional copy and each supplemented output is charged according to the number of pages pursuant to the valid UL MBU Price List of Fees and Services (Annex No. 2).
  11. The UL MBU process publication activities and citations of external applicants for habilitation and inauguration procedure at MBU, and provide outputs from the database of publication activities and citations. Database outputs are in form of personal bibliography. Outputs provided in electronic form are free of charge. In printed form, only the original output is provided free of charge, each additional copy and each supplemented output is charged according to the number of pages according to the valid UL MBU Price List of Fees and Services (Annex No. 2). In the event that after the completion of processing and production of printed and confirmed outputs, the external applicant additionally requests for supplementation of publishing activities and citations and subsequent printing of new outputs in printed form, these are charged according to the number of pages pursuant to the valid UL MBU Price List of Fees and Services (Annex No. 2).
  12. At the request of a scientific or pedagogical MBU employee, the UL MBU may process his/her outputs and citations, published during his/her employment at previous workplaces, into the database of publishing activities and citations at UL MBU. Such processing is charged according to the valid UL MBU Price List of Fees and Services (Annex No. 2).
  13. The publication consultant provides consulting services in the field of scientific outputs, scientific communication and publishing. As a contact person, s/he ensures issuing of permanent digital object identifiers (DOIs) to outputs published at MBU.

Article 18
Electronic Information Resources

  1. The UL MBU provides access to licenced electronic information resources (hereinafter the EIR), e-books and digitized documents to all registered users, staff and students of MBU.
  2. The licensed EIR, e-books and digitized documents are available at MBU Metropolitan network and via remote access (outside MBU Metropolitan network). Remote access can be used only by registered users.
  3. While working with EIR, e-books and digitized documents, users must respect terms of access and use of EIR as defined in licence agreements. Users bear full responsibility for violation of licence agreements and copyrights.
  4. The EIR, e-books and digitized documents can be used exclusively for teaching, educational, or scientific purposes and for personal needs of users. Users are allowed to view, print or save full-text articles for their own needs, even in electronic form, but they are not allowed to download data on a large scale, to redistribute them or use them for commercial purposes.

Article 19
Departmental Libraries of the UL MBU

  1. Departmental libraries of the UL MBU are established at particular University departments and workplaces of MBU, mainly to meet the needs of teachers and researchers and for students of the respective department. They contain dislocated library collections of the UL MBU, oriented to the respective scientific discipline of the department or workplace.
  2. Their establishment, operation and cancellation are regulated by the MBU Directive No. 2/2019 on Departmental Libraries at Matej Bel University in Banská Bystrica.
  3. Borrowing documents from a departmental library is regulated by the provisions of these MBU Library Rules and Regulations and by the rules determined by the relevant department/ workplace where the departmental library is located. The loan period of documents is determined by the employee authorized by the management of the departmental library and, in justified cases, by the head of the department/workplace according to Article 3 of MBU Directive No. 2/2019 on Departmental Libraries at Matej Bel University in Banská Bystrica.

Article 20
Effectiveness of the Library Rules and Regulations of MBU

  1. These Library Rules and Regulations of MBU replace the Directive No. 4/2018 MBU Library Rules and Regulations of the 04 July 2018.
  2. These Library Rules and Regulations of MBU become effective and come into force on 13 September 2021.
